Seven countries, thirty pay groups, one deadline

Eaton's Middle East footprint spanned seven countries, twelve legal entities and roughly thirty pay groups, each with its own labour law, statutory regime, wage-protection mandate, banking rails and currency.

The region ran on fragmented, country-by-country processes, all feeding one global Oracle finance backbone. Eaton needed to bring the region under one roof without compromising on compliance, and to land it on a firm date. Payroll errors are visible, personal and immediate. There was no room to get it wrong.

Full statutory compliance in seven jurisdictions

Wage-protection systems (WPS) for the UAE, Saudi Arabia and Qatar; GOSI, SANED, GPSSA and PASI/SPF social-insurance regimes; end-of-service gratuity; and country-specific allowances for airfare, schooling and housing.

WPS files to the labour ministries, ISO 20022 Citibank payments, four different disbursement banks, and settlement in seven currencies including cross-border USD.

Multi-country GCC payroll is among the most demanding in the world. Unlike the harmonised EU framework, every country runs its own wage-protection system, leave structure, gratuity calculation and employment law, layered over a large expatriate workforce, dual-currency pay and free-zone regimes.     A bespoke fixed-width GL e-file into Eaton's Oracle UNIFY finance system, balanced debit-to-credit every cycle and carrying each employee's project (E33 / DPE) and cost-centre dimensions.

    A validated interface from Eaton's NetSuite HCM into HR Blizz, and a UKG Pro WFM time-and-attendance integration for the new Dubai facility feeding evaluated overtime straight into payroll.

  • Assurance built in.

    A secondary validation layer on every bank file, cross-source reconciliation of every employee's pay across five artifacts, a 48-hour cutoff-to-first-draft standard, a funding checkpoint three working days before each pay date, and a ≥95% accuracy target per entity.

A full parallel-run programme validated every country before cutover, and the gate to go-live was a 100% defects-basis pass, not a partial one.
