  • Employer National Insurance Contributions (NIC) will remain at 15%, with the secondary threshold frozen at £5,000 per year (£417 per month). The Employment Allowance will remain unchanged at £10,500. Income tax and NIC thresholds will remain frozen until 5 April 2031.

  • The £2,500 Income Tax Self Assessment (ITSA) threshold for claiming employment expenses will be removed from April 2028, allowing approximately 160,000 employees to claim through PAYE instead.
  • The previously announced £2,000 cap on NIC savings from pension salary sacrifice arrangements remains scheduled for April 2029.
  • The trading allowance will increase from £1,000 to £3,000 from April 2027. No increases will be made to the headline rates of Income Tax, National Insurance or VAT.
