Philippines: RTWPB-NCR Wage Order NCR-27 raises Metro Manila floor to ₱755/day

Wage Order No. NCR-27, issued by the Regional Tripartite Wages and Productivity Board–NCR on 23 June 2026 and published on 9 July 2026, provides for a total ₱85/day increase in the minimum wage in the National Capital Region, to be implemented in two tranches. The first ₱60 increase raised the non-agricultural daily minimum wage from ₱695 to ₱755 effective 25 July 2026. For agriculture, retail and service establishments with 15 or fewer workers, and manufacturing establishments with fewer than 10 workers, the rate increased from ₱658 to ₱718. A further ₱25 increase is scheduled for 20 January 2027, bringing the rates to ₱780 and ₱743, respectively. Implementation of the wage order is currently subject to a court injunction.

• Monitor DOLE, NWPC and court updates and confirm the operative NCR minimum-wage rate before applying the ₱755/₱718 rates in payroll.
• Model the financial impact of both the first ₱60 tranche and the scheduled second ₱25 tranche separately.
• Identify NCR employees whose wages may be affected and prepare payroll configurations for the applicable rate once implementation is confirmed.
• Review potential wage-distortion issues for workers whose wages are positioned just above the applicable minimum-wage floor, in accordance with relevant NWPC guidance.
