Netherlands: New 12% Employer Levy on Petrol and Diesel Company Cars from 1 January 2027

The Dutch government presented the 2027 Tax Plan on Prinsjesdag (Tuesday 15 September 2026). The headline payroll change: a new 12% employer levy on any petrol, diesel or hybrid company car used privately by employees. Effective 1 January 2027.

Impact

  • The Jetten minority coalition (D66-VVD-CDA) unveiled the 2027 Tax Plan as four bills. For payroll, the biggest change is a 12% pseudo-final levy that employers must pay on the list price of any non-electric company car used privately by staff. It cannot be passed to the employee. Cars provided before 1 January 2027 get a transitional grace period until 1 January 2031. Other measures: a share-option tax base cut to 65% for startup/scale-up employees, limited inflation adjustment of income tax brackets (‘freedom contribution’), and formal codification of the €0.25/km travel allowance. All measures may change during parliamentary debate.
